I was just thinking how it's a little unusual that for quite a big full-price release, we were given little more than a half-arsed Spectrum port. Could there be a story behind this? Another game that wasn't progressing as planned, so they had to rush something together at the last minute to make it out in time for Christmas?

I've never heard anything about another version... it looks like Ocean decided to use the Spectrum version as a basis for the C64 and ported it over.

Me neither... plus Paul Hughes hasn't suggested anything about a cancelled version. It could be possible that something was started, but cancelled at the last minute... so they did a quick speccy port.
Worth asking anyway at the Ocean forums.

Could anybody ever release a worse version than the one that actually got released? Well, Cisco Heat is pretty bad as a conversion of an arcade racing game... I've never heard of any reason why Ocean chose to port the Spectrum code to the C64 for Chase HQ, maybe there was a delay or a problem with the C64-specific version?
